The European right frames the audio-visual activity for various reasons and in particular since the editors of television services or radio are regarded as service providers by the right of the Union. To exert their competences, the European institutions can, in accordance with article 288 of the Treaty on the operation of the European Union, to adopt directives which bind the Member States as for the results to reach in their leaving the choice of the means making it possible to reach that point. These Directives aim at laying down minimal rules common to all the States of the Union.

The audio-visual sector having primarily milked with the freedom of communication, the relative texts with the protection of the human rights must also be taken into account.
