Response of the CSA to the public consultation of the Authority of competition relating to the operation of competition in the sector of publicity on Internet

The CSA answered the public consultation of the Authority of competition relating to the operation of competition in the sector of publicity on Internet.

The Authority of competition launched in May 2016 a sectoral investigation relating into the operation of competition in the sector of publicity to Internet. It appeared necessary to the CSA to answer the consultation opened by the Authority in July 2017.

This contribution falls under the reflection of the Council on the challenges of the digital transformation of audio-visual and the evolutions of the advertising sector. The special attention of the Council on these subjects also resulted by its answer to the consultation of the European Commission on the directive Service of audio-visual mediums in November 2015 and in the publication of the studies Platforms and access to the audio-visual contents in September 2016 and the new advertising territories in November 2016.

By its contribution to the consultation of the Authority of competition, the Council thus wished to largely share its analyses on the challenges, balances and the prospects for the sectors for audio-visual and publicity.

It considers it in particular essential to re-register the advertising market in a trajectory of growth, in particular by means of lawful adjustments aiming at facilitating the adaptation of the audio-visual groups to their new competing spaces.

For as much, it appears as much necessary to transpose protections whose the actors profit from the advertising chain of value to the universe of Internet, in order to ensure the development of the online ad a harmonious, balanced and respectful framework of the economic recipients like public freedoms.

The Authority of competition returned its conclusions on March 6th, 2018.
