Handicap and Television - Assessment 2017 and actions 2018 of the CSA

To better take into account the needs for the public as regards access to the programs and to encourage the representation of the handicap to the antenna


Like each year, the CSA ensured in 2017 a follow-up of the respect of the obligations of the chains as regards accessibility of the televised programs the people suffering from auditive or visual deficiency. To be closest to waitings and the needs for the public, and beyond the respect of these legal obligations, the CSA has developed for several years of the closer relations with the actors of the civil company, in various sectors, of which that of the handicap. In 2008, 2011 and 2015 it worked out and makes adhere to three charters relating to quality, respectively, of the audiodescription, the subtitling and the French Language of the Signs (LSF).


In June and July 2017, it, inter alia, organized two cycles of hearing joining together the TV channels and associations of people in situation of visual and auditive handicap. It also continued its action to improve the representation of the handicap to the antenna.

It is thus the panorama of the actions of the chains of television and the CSA whose account returns each year the Accessibility report of the programs of television and the representation of the handicap to the antenna.


In 2017, if the increase in volumes of publicity, armchair shopping and trailers diffused contributed downwards of annual volumes of programs subtitled for eight of the eleven chains having the obligation to subtitle the whole of their programs, one notes also an insufficient presence of programs interpreters in French Language of the Signs (LSF).

In addition, certain Internet access providers do not take again flows of accessibility whereas they are proposed by the TV channels and accessible on the DVB.


Finally the SMAD (Services of audio-visual mediums to the request) are insufficiently accessible. On nine questioned groups, seulslement three propose accessible contents on their own SMAD (France Televisions, M6 and Lagardere).


Extremely of these reports, the CSA also presents in the report, the actions which it wishes to conduct or develop throughout the year 2018 on the subject.

To renew the experiment of audiodescription carried out in 2016, at the time of the Euro of football, at the time of the Football world cup female of less than 20 years (in France, from August 5th to August 24th, 2018) and of the Football world cup female (in France, from June 7th to July 7th, 2019). A device of audiodescription for the spectators suffering from visual deficiency and present in the stages had been set up at this occasion and will be renewed for the two next sports events

To associate the Ministry of Education Main road with the charter “handicap” to amplify the setting of accessibility of the buildings and the formations of the schools leading to the trades of the audio-visual one. It will be proposed to him to become signatory about it.
