The mission of the Superior council of audio-visual as regards handicap relates not only on the accessibility of the televised programs but also to the representation of the handicap to the antenna. It is so much defined in the law n° 2005-102 of February 11th, 2005 for the chance and equal rights, the participation and the citizenship of the handicapped people (cf appendix 1) that in the law n° 86-1067 of September 30th, 1986 relating to the freedom of communication.

Beyond the legal requirements, the Council sticks to an always better taking into account of the needs for the public as regards access to the programs. This is why he concluded in 2008, 2011 and 2015 three charters relating to quality, respectively, of the audiodescription, the subtitling and the French Language of the signs.

Thus, like each year and in accordance with its missions, the Council ensured, in 2016, a follow-up of the respect of the obligations of the chains as regards accessibility of the televised programs to the people suffering from auditive or visual deficiency. It also continued its action to improve the representation of the handicap to the antenna. This present report gives an account, for 2016, of the respect of the obligations of the chains as regards accessibility of the programs (I), the state of the representation of the handicap to the antenna (II) and, finally, of the actions of the Council in 2016 like those to come on the matter (III).
