Report on the electoral campaigns: Presidential election (April 23rd -7 May 2017) & legislative elections (June 11th-18th, 2017)

On May 7th, 2017, the President of the Republic was elected at the end of a campaign, in many connections, atypical and rich in bounces. It had been preceded by several primary elections. Following the presidential election, the legislative elections have logically, taking into consideration operation of our institutions, given a majority to the new President.

Never the CSA was put as much at contribution to ensure his mission of guarantor of the pluralist expression of the currents of thought and opinion, with independence and impartiality. It did it in the greatest transparency, which it is the publication of the data in real time or information on its operating process. He made an effort with the greatest reactivity for better marrying the one complicated period old meanders by unexpected episodes. These efforts bore fruit. Nobody blamed the impartiality of the CSA. Never the institution also received few claims. Drawing up the balance sheet of the period with the interested parties (left, media), the Council could note a consensus on the part which the institution had played to guarantee the freedom of expression and the strict respect of the political balances. Its constant concern was also to take care of that the democratic debate can proceed in the good application of the rules posed by the legislator.

The CSA innovated. To cope with several primary educations led it to adapt its rules of pluralism apart from the election times. Then it applied the new legislation voted in 2016 fixing more constraining rules as regards control of the antenna and speaking times at the time of the presidential election on the other hand of the reduction of the period of equality. Lastly, the Council had to re-examine in urgency the distribution of times of diffusion of the official countryside for the legislative elections following a decision of the Constitutional council relative to a priority question of constitutionality. The media adapted, devoting a time volume good higher than that of 2012, proof that the new provisions reducing the period of equality between the candidates to the profit of equity had achieved their goal.

The radios and televisions once again brought the demonstration which they remained inevitable actors of the electoral debate and information of the public. The new organization in the history of the presidential election of two debates before the first turn of the poll illustrated the assertion of their role on the matter.

Conscious of certain difficulties encountered by the editors to exert their leading responsibility within the framework for the rules in force, the Council formulates in this report several proposals for an evolution of the rules applicable to the presidential election and the legislative elections to adapt still best the system of regulation to the multiplicity of the information sources, with the rise of digital, the reinforcement of the requirements of the public and the safeguarding of the pluralism of the opinions.
