Mémona Hintermann-Afféjee and Nicolas Curien take part in the 4th meeting of the presidents of the REFRAM, June 15th and 16th, 2015 in Abidjan

The French-speaking Network of the regulators of media (REFRAM) held its Conference of presidents in Abidjan the from June 15th to June 16th last ones, on the topic of the regulation of the audio-visual communication at the era of digital and of the new media. 

The Council was represented by Mrs. Memona Hinterman-Afféjee and Mr. Nicolas Curien, members of the College, like by Mrs. Martine Coquet and Mr. Gil Moureaux, respectively direct and assistant editor of the European and international business. The debates in particular made it possible to the representatives of the Council to expose the challenges posed to the audio-visual regulation by the digital revolution and the phenomenon of convergence.

The Conference was also the occasion to make an assessment of the presidency of the High council of the communication of Chad in 2014 and 2015, which was in particular translated, in addition to the organization of the Conference of presidents of Chad of the October 14th and 15th, 2013, by the behaviour two seminars with regional vocation and set of themes (on the treatment of the complaints in Cameroon, from May 12th to May 14th, 2014, for the members of central Africa; on the protection of the minors, October 21st and 22nd, 2014 in Togo, for the members of West Africa). In partnership with the REFRAM, a workshop on the fight against the stereotypes of kind and the promotion of the equality man-women in the audio-visual mediums were also organized with Reduction October 27th and 28th, 2014 with the audio-visual regulator of Morocco.

At the conclusion of work, the participants adopted the roadmap of the Network for the years 2016 and 2017, retaining like priority topics: audio-visual mediums of public service; impact of digital on the production and the audio-visual diffusion – and overall, the registration of the REFRAM within the framework of the Strategy of the digital Francophonie; the protection of the copyrights in the audio-visual communication; conservation of the audio-visual archives. In addition, the REFRAM will make its contribution and will take part in the sets of themes activities of the OIF in keeping with the audio-visual sector, in particular as regards equality man-women, of protection of the minors or regulation in election time. 

In 2016 and 2017, the presidency of the REFRAM will be taken by Mr. Ibrahim Sy Savané, president of the High ranking authority of the audio-visual communication of Ivory Coast and the vice-presidency by Mr. Philipp Metzger, chief executive officer of the federal Office of the Swiss communication. The Superior council of audio-visual assures the permanent secretariat of the Network since his creation in 2007.
