Diversity at the CSA

The CSA made carry out in 2008 a study on the perception of diversity within the Council by a cabinet of independent audit. Beyond of a simple inventory of fixtures, the objective of this audit was for the Council to make sure of a coherence between the exigible principles as an authority and those which it implements as employer.
 
Following this study, a public awareness campaign was conducted within the Council and a certain number of recommendations were put in work, realizing the affirmed wish of the Council promote the diversity and the prevention of discriminations, within the framework in particular of the management of its human resources.

The main trends of the action of the Council relate to:

  • the professional equality enters the men and the women recruitments and the courses of career;
  • the promotion of the employment and the integration of the people in situation of handicap;
  • the diversity of the ages.

From 2008 to 2011, many corrective measures and actions of information and sensitizing were conducted on these subjects.
 
After the signature of the Charter on diversity in July 2011, the president of the CSA decided to still register more this ambition in the duration, in coherence with the mission entrusted by the law in favour of diversity in the audio-visual media and asked the whole of the collaborators of the Council to engage for obtaining of the label Diversity.

On November 29th, 2012, following a hearing of the president of the CSA and several persons in charge of the Council before the Commission of labellisation Diversity, the Council has obtained a favourable opinion, recognizing the approach engaged for several years to promote, inside the institution as in the audio-visual media, a better representation of the diversity of the French company.

The favorable opinion of the Commission of certification was followed by the certification delivered by AFNOR. It is an act recognition and validation the approach and commitment the Council.

On October 14th, 2013, Mme Florence Méaux, general director of AFNOR Certification, gave to the CSA - represented by his general manager, Marc El Nouchi - the label Diversity. The ceremony proceeded in the presence of Mme Mémona Hintermann-Afféjee, member of the Council and president of the working group “Diversity” of the Council.

In its introductory speech, Mémona Hintermann-Afféjee recalled the stages of the approach which reflects the priority concern of the Council as regards fight against discriminations and of promotion of the diversity of all the components of the national company in the audio-visual mediums. It underlined the strong implication in this direction of the successive presidents, Michel Boyon starting from 2010, then Olivier Schrameck since the beginning of 2013, but also of the whole of the members of the Council, the directions and the trade-union organizations.

This label was allotted for four years, with an intermediate evaluation at the conclusion twenty-four months: a group of follow-up was thus created within the Council, in a spirit of continuous improvement.

The CSA thus became the first of the independent administrative authorities to obtain the label Diversity.

They is hands of the minister of work, employment, vocational training and social dialogue, François Rebsamen, that the Council received officially, Wednesday, November 12, 2014, with the Ministry of Labour, the label Diversity, in the presence of Mémona Hintermann-Afféjee, member of the Council, Frédéric Lenica, chief executive officer, Danielle Brault, administrative and financial director, Bénédicte Brissart, chief of the service of information and documentation, and Franck Lebeugle, director of the activities of certification of group AFNOR.

A ceremony organized by the ministry, during which about thirty organizations or companies like the CSA, were seen giving this label. 

The handing-over of this label develops a total approach of company: the group of follow-up “Diversity” made up after certification of the Council is force of proposals and insurance of this commitment and, since September 2013, a cell “Diversity” makes it possible to facilitate the dialogue between the collaborators and to answer concretely the problems of discriminations real or perceived like such by the agents.

Three great priorities were established for the months to come:

  • the professional equality enters the men and the women recruitments and the courses of career; 
  • the promotion of the employment and the integration of the people in situation of handicap; 
  • the diversity of the ages. 

The Council also began for a long time on the ground of diversity in the audio-visual mediums. Since the law of March 31st, 2006, it received the explicit mission to contribute to the actions in favour of social cohesion and the fight against discriminations in the field of the audio-visual communication and to take care that the programming of televisions and the radios reflects the diversity of the French company. The law of March 5th, 2009 reinforced the role of the Council which must from now on give an account each year to the Parliament of the actions of the editors and put forward the measures adapted to improve the representation of this diversity in all the kinds of programs. On July 7th, 2010, it mobilized the audio-visual companies to invite them to sign the Charter of diversity, being thus committed fighting against discriminations in the field of human resources. It is itself since July 2011 signatory of this charter. Under the impulse of Mémona Hintermann-Afféjee, it still reinforced its actions in this field, while making diffuse on the chains of the television of the spots on the topic We are France and while signing, in February 2014, a charter aiming at supporting the training and the professional insertion of the people handicapped in the sector of the audio-visual communication.

The label is neither a reward nor a trophy which, posed on a rack, fact is reproduced of immutable object. It is a commitment, a key starting to make it possible the institution constantly to make evolve the tools and the policy deployed to fight against discriminations.
