Why isn't there in France of radio diffused on the DVB?

You wonder about the absence of radios on the DVB. Here some brief replies:


  • the standards used for the DVB and the regulation framework allow indeed the diffusion of radios (in digital mode) on the DVB.


  • For as much, no radio is actually diffused in DVB and SCUMS did not launch appeals for the candidatures so that radios are diffused on the DVB:
  1. - the law of September 30th, 1986 relating to the freedom of communication, that the CSA implements, provides that the CSA allots a significant share of the frequency band 174-225 MHz to the diffusion in digital mode by terrestrial hertzian way of the radios. Since the passage to the digital whole of television, this waveband is not used any more for the diffusion of television services in France. SCUMS thus privilege the waveband 174-225 MHz for the diffusion of radios in digital mode compared to that currently used by the DVB and launched 3 appeals for the candidatures which related to the zones of Paris, Marseilles, Nice, Lille, Lyon, Strasbourg, Rouen and Nantes. The diffusion is already effective in Paris, Marseilles and Nice.


  1. - The waveband used for the diffusion of television is the object of a reduction (transfer of band 700 MHz to the mobile operators of electronic communications) and the induced operations of refitting must be completed in June 2019. This reduction of approximately a constrained third of the waveband mechanically more strongly the spectrum in a context of maintenance amongst televisual services and of the quality of the diffusion. The CSA thus chose until now to maintain the attribution of these bands to the services of television, the radio operator profiting mainly from two other frequency bands, the above mentioned band 174-225 MHz and the band FM.


  1. - This choice of SCUMS not to put radios in DVB rests not only on legal but such economic and technical considerations. Taking into consideration European country other, the French televisual landscape until 2005 was more restricted whereas the French radiophonic landscape was on average developed more. The French radiophonic landscape consists of radios with national vocation and local radios. The DVB could meet only partially the needs for certain radios (the radios with national vocation) but cannot meet the needs for the local radios. In addition, the technical choices of the DVB currently in force do not allow a good reception of mobility but the reception of the radio mobility is a prerequisite for the radio: the reception of mobility corresponds to approximately 30% of the volume of the listening of the radio according to Médiamétrie. Radios are diffused by satellite or are included in the offers known as triples play (Internet access, fixed telephony and television) of the Internet access providers. For as much, the listening of the radio thanks to these modes of diffusion remains a marginal use. Lastly, no radio appeared near SCUMS to be diffused on the DVB.

How is it made that there is publicity on the services of “replay”? The programs were however already diffused.

Services of audio-visual mediums to the request (of which the services of replay) propose a free access with audio-visual contents. The recourse to publicity takes part not only in the financing and the development of these services but also in their contribution to the sector of audio-visual and cinematographic creation.

The decree n°2010-1379 of November 12th, 2010 relating to the services of audio-visual mediums to the request fixes the obligations of the editors of these services, in particular the provisions envisaged in its chapter III (articles 14 to 18), relating to publicity, sponsorship and armchair shopping.

This decree does not prohibit the diffusion of publicity imposed on the beginning of the watching and the quantity does not limit any. It is thus not possible for the CSA to intervene on the practice to impose the visionnage of an advertisement before that of the program on a service of audio-visual media on the request.

On the other hand, article 14 of this decree prohibits the diffusion of advertisements during certain programs of which the duration is lower than thirty minutes. It is the tv news, of the news magazines, the religious emissions and the emissions for children.

How to receive France Inter even after the stop of its diffusion in long waves?

This decision of Radio France was made in agreement with the Government.

The CSA is attentive with the concerns of the listeners who anticipate problems of reception. If you did not have the occasion yet of it, we invite you to consult My Radio FM or the tool placed at the disposal by Radio France to identify the frequencies which you are likely to receive. If you test the frequencies indicated by these tools, do not forget to deploy the antenna of your FM receiver and to test several orientations of this antenna, or to use your FM antenna of roof if it exists.

In addition, you are perhaps able to receive France Inter by other networks that FM: France Inter can be listened live on Internet and figure often in the television offers by satellite, cable or in the multiservices offers (offers known as “triples play”) Internet access providers. The listening of a service of radio by these networks necessarily does not answer the whole of the uses generally observed in France (listening at the house, of mobility, on the workplace…).

How are the ranges of channels distributed by cable, ADSL, fibre, etc made up?

As regards constitution of the plans of services of the distributors, the law distinguishes three different situations according to the TV channels:

  • an obligation of supply of public channels (France Televisions, LCP…) who must be present in all the offers;
  • an obligation of resumption of the private channels of the DVB when these last make request of it (TF1, M6, W9, Gulli, NRJ 12, BFM TV…). It is it should be noted that one of these chains could perfectly refuse to give its signal to a distributor, in the case, for example, of a dissension with the distributor on the restart conditions;
  • a resumption of the other chains within the framework of a trade agreement. They are all the chains which are not on the DVB and which can, in this case, to envisage an exclusive distribution with only one distributor. The only possible restriction on an agreement of exclusive distribution results from a competing analysis which results in imposing the provision of these chains to the competitors. Such a decision does not raise, however, of the competence of the CSA but of the Authority of competition and is related to the dominant position of the distributor. 

Since the arrival of DVB HD, I do not have any more access to subtitling. Why?

Are you sure (E) to have engaged the option subtitling? With the arrival of the digital diffusion, the access to subtitling is not made any more by the key “Teletext” of the remote control but by a key “ST”, “Sub” or “Sub-tittle” or, preferably, by a permanent adjustment to which it is possible to reach, according to your equipment, by the key “Small”, then by the options of the menu until “deaf Subtitles”.

How is it made that I receive certain chains of the DVB and not the others?

During their launching in March 2005, the chains of the DVB were initially distributed on six multiplexings which occupies each one a different channel in the zones where the DVB is diffused. Since December 12th, 2012, with the progressive deployment on the territory of six new chains in high definition, two additional multiplexings were commissioned. 

SCUMS made so that the treatment granted to the multiplexings of the DVB in terms of cover is most levelling possible. However, it is possible that in certain zones, the reception of all the chains is not equivalent quality. While returning to you on the page “My cover DVB” you can know the chains which are normally received at a given address.

A antennist of your area is the most capable person to know the reality of the acceptance requirements of the DVB according to your exact place of dwelling. Also it is essential to call upon him to know if the level of signal received in your zone is sufficient for the whole of the multiplexings and if it is possibly necessary to change or adapt your antenna to obtain a fully satisfactory reception.

For what is used the CSA?

What the CSA does

  • The CSA manages and allots the frequencies intended for the radio and television.
  • The CSA delivers authorizations, together with conventions, with televisions and the radios diffused by terrestrial hertzian way. It officially agreed or receives the audio-visual declaration of the departments of communication diffused by cable, satellite, Internet, ADSL, etc
  • The CSA makes sure of the respect by all the operators of the laws and the regulation in force and can sanction those which are in infringement.
  • The CSA has a power of joint decision (called “assent”) in the nomination of the presidents de France Televisions, of Radio France and the company in charge of the audio-visual outside of France (AEF).
  • The CSA takes care of the respect of the human dignity in the audio-visual media.
  • The CSA takes care of the respect of the pluralist expression of the trends of public opinion on the antennas.
  • The CSA takes care of the rigour in the data processing in the audio-visual media.
  • The CSA organizes the election campaigns with the radio and television.
  • The CSA takes care of the protection of the young televiewers and listeners.
  • The CSA supports the accessibility of the programs to the people suffering from an auditive or visual handicap and the representation of the diversity of our company in the audio-visual media.
  • The CSA takes care of the consumer protection. 
  • The CSA contributes to the actions in favour of the protection of health.
  • The CSA is charged “to take care of the defense and the illustration of the language and the culture Frenchwomen” on the antennas.
  • The CSA gives opinions to the Government on the projets de loi and of decrees relating to the sector of the audio-visual communication.
  • The CSA is qualified to examine the possible difficulties of reception of the programs encountered by the listeners and the televiewers.  

What the CSA does not do

  • The CSA is not a body of censure: it never intervenes with a TV channel or of a radio station before the diffusion of a program.
  • Even if it is attentive with the reactions of the televiewers, the CSA cannot, because of leading freedom available to radios and televisions, to ask to restore a removed emission, more or less to program films or variety programmes, less to repeat certain programs.
  • The CSA is not responsible for the implementation of the right of reply to the radio and television. Any person wishing to exert this right must directly address herself to the chain or the station having diffused the accused remarks.
  • The CSA does not carry out any survey or public opinion poll. When it is made mention, with the radio, television or in the newspaper industry, of a “survey CSA” or a “investigation CSA”, it is the institute of survey CSA, homonym of the Council.
  • The advertising films projected in the movie theaters do not concern the competence of the CSA.
  • The CSA is not in charge of the perception of the contribution to the audio-visual public (the royalty) which must pay to each year the owners of a television receiver. Any televiewer wishing to ask for an exemption of this contribution or to obtain information on the late penalties must thus address himself to the center of the taxes which it concerns.
  • The CSA is not responsible for attribution to the films of cinema of prohibitions to the minors. It is the Commission of classification placed near the National centre of the cinema and the animated image which of it is charged. 

I hitherto received correctly all the chains but for a few days one of them has disappeared.

Check near your neighbors if they are in the same case as you. Perhaps in the affirmative, that comes owing to the fact that your transmitter is broken down, or temporarily stopped for a maintenance. You inform near the chain, by calling its national number.

If you are only in this case, your domestic facility is perhaps damaged. It is very frequent that this phenomenon occurs when an amplifier breaks down, in the collective installations. The amplifiers are devices which the fitters can establish to improve the force of your signal to the catch of antenna. Their lifetime is long, but not infinite: when they cease functioning, the breakdown appears unexplainable if the system of reception is not maintained regularly. Consult in this case a fitter or your syndic, who will alert the fitter of the building.

If neither the chain, nor the fitter can solve the problem. In this case, then fill the form which will enable you to start the investigation of protection of the reception (the thorough investigation conducted jointly by the ANFR and the CSA).

What to make if I do not receive any more television or integrality of the chains starting from April 5th?

The televiewers who encounter this kind of difficulties must carry out one or more search (S) for chains between the 5 and on April 8th. It is important to renew this operation until the complete return of the reception of the chains.
