What the band “700 MHz”?

To offer their programs or their services, digital terrestrial television (DVB), the radio, mobile telephony use wavebands who compose the hertzian spectrum. Currently, the DVB uses frequencies ranging between 470 and 790 megahertz (MHz). Part of these frequencies, understood in band 694 – 790 MHz, said “band 700 MHz”, will be gradually allocated by 2019 with mobile telephony.

Why band 700 MHz is transferred to the mobile telephone operators?

The transfer of band 700 MHz falls under the world movement* in progress aiming to identify and allocate for the mobile service of new wavebands. The low frequencies of band 700 MHz have physical characteristics conferring a high quality of propagation to them (diffusion of the signal at a longer distance) particularly adapted to the cover of the rural areas, like with the penetration in the interior of the buildings.

* In 2012, the world conference of radiocommunications (CMR) of the ITU (International union of telecommunications, organization of UNO in charge of telecommunications) had indeed decided, that starting from 2015, the waveband of the 700 MHz could be used by the mobile service in Europe and Africa, whereas it is, until now, booked with terrestrial broadcasting.

Is the future of platform DVB threatened?

Not, the DVB will continue to offer services innovating in the next years in order to answer waitings of the economic actors but especially the whole of the televiewers. The increase continues of the size of the TV screens and waitings of the televiewers as regards quality of image make necessary the generalization of the format of diffusion in high definition (HD) which becomes gradually the quality of reference. The implementation of new technical standards will be necessary to allow this evolution of the platform.

This transfer of frequencies implies several modifications of the diffusion of the DVB. Which?

For the CSA, the release of band 700 MHz is an operation of a width comparable with that of the passage to the digital whole! 

It indeed belongs to SCUMS to organize the release of band 700 MHz and the complete fold of offer DVB in the remaining waveband (470 – 694 MHz) by June 2019. Three big steps :

  • Initially (April 2016), it is necessary to proceed to the stop of the standard of coding MPEG 2 to the profit of standard MPEG 4. This transition will make it possible to preserve the same number of chains and to insert them in a reduced hertzian resource (the release of band 700 MHz represents a transfer of 30% of this resource). The chains of the DVB are gathered today in 8 multiplexings. They will owe the being in 6 multiplexings. As far as possible this operation will be also the occasion of a generalization total or partial of the offer towards the high definition.
  • The release of band 700 MHz will require everywhere in France of the refittings of frequencies which are envisaged between 2017 and 2019, except for some zones (Ile-de-France) where this operation could take place by April 2016 and consequently to induce refittings of frequencies as of this date. Taking into account the number of transmitters on which interventions are to be envisaged, these refittings will be done by phases as at the time of the passage to the digital whole (10 phases planned of 2017 to 2019).
  • In the third time (2020-2022), France having made the choice to anticipate this reassignment, it will be appropriate to carry out new refittings of frequencies so that the French diffusion remains compatible with the diffusion of television in the adjoining countries who will release more tardily band 700 MHz.

Which are the consequences for the televiewers?

The televiewers who receive the television programs by the antenna rake will have:

  • Before April 2016, to make sure that their televisual installation is compatible with standard MPEG4. Indeed, it is on this date that the diffusion in MPEG2 (technology of video coding used since the launching of the DVB in metropolis for the diffusion of the free channels in SD) will be replaced by the MPEG4 (more recent and more effective version).
  • In April 2016, to carry out a research and memorizing of the chains.
  • Between 2017 and 2019, the televiewers will have to make a research and memorizing of the chains at the time when the technical operations will be done in their area. This handling using the remote control of the TV or adapter DVB makes it possible to find the entirety of the chains on their new frequency and to put them in memory.
  • Between 2020 and 2022, it could be again necessary to carry out a research and memorizing of the chains according to the areas.

Why the refittings of frequencies be spread out will over two years?

It is necessary to carry out engineering changes on more than 1900 transmitters. Moreover, the areas/phases must be connected according to a precise order, like a domino, because it is necessary to change the frequencies of the chains of an area before being able to renew the exercise on a close area.

How to know if the equipment (television set or adapter DVB) is compatible MPEG-4 or not?

Do the televiewers who do not have a decoder HD have to repurchase a television?

It is not necessary to change television set: the purchase of an adapter is enough.

If the tv station is equipped with a catch péritel in the back (obligatory since 1981) or with a catch HDMI, you will be able to install without problem an adapter MPEG 4. It should be noted that all the TV sold since December 1st, 2012 are all able to receive DVB HD with format MPEG 4 (it is also the case of TV known as “HD” sold since December 1st, 2008 and of all the TV of at least 66cm of diagonal sold since December 1st, 2009 ).

Will the televiewers be helped?

The press release (December 10th, 2014) of the Prime Minister specifies that “ a plan will be set up to accompany the stop by the diffusion in MPEG-2 so that no hearth suffers from one black screen at the time of this change ”. As for the very digital passage on television, several devices of information and accompaniment, in particular of financial aids, are designed to allow the generalization of the standard of diffusion MPEG-4 and to ensure the continuity of the reception TV at the national and local level by the televiewers.               

Are the televiewers only receiving the TV by the antenna rake concerned with the stop of the MPEG-2 and the passage to the MPEG-4?

Not! Televiewers receiving the TV since the free offer by satellite can also be concerned. These must be addressed to their distributor, which is the best capable power to inform them. FRANSAT thus announced, on November 27th, 2014, that it would pass to standard MPEG-4 in spring 2016. The hearths currently equipped in reception FRANSAT SD will have to thus buy a new satellite receiver compatible HD (DVB S2 - MPEG4) to continue to receive FRANSAT.

The hearths depending on the “service antenna” of the cable could also be concerned by an adaptation of their equipment of reception.

Which is the proportion of televiewers which receives television by the antenna rake?

In the first half of 2014, reception of television metropolitan level * :

  • 59.1% of the hearths receive television by the means of the DVB (on at least a post office TV);
  • 43,9% by ADSL;
  • 24,7% by the satellite;
  • 8,4% by the cable.

The DVB remains the first mode of reception of television, present at nearly 6 hearths out of 10.

The near total of the French hearths (96.7%) is equipped with at least a tv station. A little more half of the hearths have been equipped of more than one television set, the rate of multi-equipment decreasing however for four years.

Will it still be necessary to change equipment of reception of the DVB in the next years? (one speaks about DVB-T2?)

The standard of diffusion DVB-T2 in the long term has to replace standard DVB-T currently used in DVB, and normalizes it coding HEVC must succeed standard MPEG-4. Their implementation would make it possible to diffuse in a more effective way the programs, and thus to increase the quality of the services, for example by making an offer as an extremist high definition bound for the screens known as 4K…

To receive programs using these standards, it will be necessary to have compatible equipment of reception, (television set or adapter DVB, satellite receiver).

When will the biddings start to sell the frequencies of band 700 MHz to the operators télécoms?
