Diversity with the radio

Radiophonic operators of the public service 

The specifications of the missions and of Radio France were amended by the decree n°2006-645 of June 1st, 2006 integrating a new article 5-1. This article lays out that:

« The company takes part in the actions in favour of social cohesion and the fight against discriminations.

She takes into account, in the representation with the antenna, the diversity of the origins and the cultures of the national community.

It takes care that its programs give the most realistic possible impression of the French company in all its diversity.

She also gives a special attention to the treatment the antenna of the various components of the population.

In a general way, it promotes the values of a shared culture and a good citizenship. »

This provision of the specifications of the missions and essentially takes again the text of article 3-1 of the law of the above mentioned September 30th, 1986. It gives thus for mission to the Radio France company of translating through the diffused programs the diversity of the French company in its broadest meaning: it is mentioned all the diversity of the company. 

The Radio France company reaffirmed its will besides to continue and reinforce its actions in favour of the equal opportunity and the promotion of diversity in its contract of objectives and means over the period 2010 - 2014.

Private radiophonic operators

Conventions of the private radiophonic operators do not contain any provision forcing the radios to take into account with the antenna the diversity of the French company.

The only existing provisions relate to the ethical aspects forcing in particular the editors to take care in their program “ not to encourage discriminatory behaviors with regard to the people because of their origin, their sex, their marital status, their physical appearance, their patronym, their health status, of their handicap, their characteristics genetic, their manners, of their sexual orientation, of their age, their political opinions, their trade-union activities, of their membership or their not-membership, true or supposed, with an ethnos group, a nation, a race or a given religion ” and “ to promote values of integration and solidarity which are those of the Republic. »

A first study was conducted in 2010 in order to evaluate the possibility of a transposition of the barometer of diversity to the radiophonic media. In addition to the method of hetero-designation which corresponds to perception, by a third indexator, speakers with the antenna, several assumptions were examined. The Observatory however concluded that at the present time, except the criterion of the kind, the barometer of diversity is not applicable to the radio, in particular because of complexity of data analysis relating at the origin, the socioprofessional categories and the handicap.

In order to sensitize the radiophonic universe with the need for better representing the diversity of the French company on the antennas, it is envisaged to receive, within the framework of the meetings of the Observatory of diversity in 2011, the representatives of the three radios private general practitioners of category E (RTL, RMC and Europe 1), which federate a large audience and which thus lend themselves more particularly to the requirement of representation of the diversity of the French company.
