The CSA fixes the rules which the audio-visual media in the field of pluralism must comply with. The deliberation of January 4th, 2011 relating to the principle of political pluralism in the services of radio and television in election time specifies these rules during the election times.

The organic law of April 25th, 2016 of modernization of the rules applicable to the election lays down, as for it, of the modifications concerning the calculation of the speaking time of the candidates. Concerning the presidential election, the principle of equity replaces from now on that of equality of the going speaking time during the period of the publication of the list of the candidates until the “official” countryside day before. Only the two last weeks before the election thus are still subjected to the equality of the speaking time in the tele media and radios.

In order to take into account the specificity of each election, the CSA adopts a particular deliberation which comes to supplement the general rules previously fixed. For the election presidential 2017, the rules were defined by the recommendation of September 7th, 2016.


Dates of application

The recommendation previously quoted applies to the whole of the radios and televisions, whatever their mode of diffusion, starting from February 1st, 2017 .

Previously were held in particular the campaigns for the primary elections. However, no legislative text governs in a specific way the treatment by the audio-visual mediums of these elections. The mission of the CSA consisted in making sure of the respect by the editors of the services of radio and television of the general rules fixed by its deliberation of July 21st, 2009 relating to the principle of political pluralism, which it modified and supplemented by the deliberations of June 29th, 2016 and of July 27th, 2016.

Within this framework, the interventions of the candidates for a primary election were taken into account as well as those of the other political personalities.

The Council nevertheless had indicated, in the document of proposals which it had made public in September 2015, that it was attentive so that the pluralist expression of the currents of thought and opinion, required by the articles 1st and 13 of the law of September 30th, 1986 relating to the freedom of communication, is ensured in the exposure of the various candidatures.

The recommendation of the CSA for the presidential election of 2017 online does not apply to the services political parties or formations which support one of the candidates.


Starting from February 1st, 2017 , the CSA distinguishes three periods from calculation of the speaking times and times of antenna:
