Emissions of “direct expression”

Legal framework

In accordance with article 55 of the law of September 30th, 1986 relating to the freedom of communication, the Superior council of audio-visual defines the methods of attribution of the emissions known as of “ direct expression ” of political trainings represented by a group in the National Assembly or the Senate and representative trade-union organizations and vocational with the national scale.

These emissions allow, with the means of the State, with political trainings and the professional trade-union organizations and to directly make know with the opinion their proposals and of touching an audience infinitely higher than that which they can meet on the ground.

Method put in work by the Council

Each year, the Council fixes the total volume of the time of emission and carries out its distribution between the recipients. This time is distributed with pro rata manpower of the groups parliamentary with regard to political trainings and except for equal with regard to the trade-union organizations and professional. The Council also determines the format of the allotted emissions. Each recipient has emissions of format of one 5 minutes.

In dialogue with the national company of Radio France program, the Council adopts the schedules of programming and diffusion of the emissions of direct expression in the grids of the programs of France Inter. In each time slot selected, only one recipient is exposed.

The Council carries out each year a lottery which determines the order of passage of the emissions of the trade-union organizations and professional. The calendar of the emissions of political trainings, as for him, is determined by the order of reception per electronic way of the requests addressed to the Council by the recipients.

The diffusion of the emissions of direct expression is suspended throughout electoral campaign.

List recipients

In 2011, 6 political trainings (UMP, PS, PCF, New Center, Modem, PRG) and 15 trade-union organizations and professional (CGT, CFDT, FO, CFTC, CFE-CGC, the peasant confederation, rural coordination, UNSA, Interdependent, FSU, MEDEF, CGPME, UPA, UNAPL, FNSEA) profit from the time of emission envisaged by the law on the antennas of the public sector of the audio-visual communication.
