The enrichment of the TV thanks to the digital one

The decree of the terrestrial hertzian modified December 24th, 2001 relative on television digital fixing the characteristics of the emitted signals, said stopped “signal”, expects that the whole of the television services of the DVB comprise obligatorily the relative information with the programs in progress and the programs immediately according to. For example, this information is usually displayed by the receivers during a change of chain or of the support on the key “information” of the remote control.

The technical process used for this first level of guide of the programs also allows the automatic indication of a parental level associated with each program, for which the Superior council of audio-visual takes care that the age limits recommended by descriptive youth are respected. In general, receivers DVB propose mechanisms of automatic filtering of the programs, starting from this information, which makes it possible to exclude by default the access to the programs which would not be recommended to the children of a certain age, if their parents wish to activate this function.

Beyond these currently available features, a more elaborate guide of the programs could be conceived and immediately available on the receivers deployed by the diffusion of information covering several days of programs. Such a service would in particular make it possible to facilitate the programming of the personal recordings, as already a similar service into analogical allowed it, to plan the watching of a program, to even reach later on on television of correction when the program already passed. Moreover, this guide of the programs enriched could be likely to bring closer the features offered by the DVB to those already deployed on the other platforms proposing of the television services, in particular the audio-visual offers made by the Internet access providers by ADSL which generally provide a relatively rich description of the programs. The Council thus integrated into its public consultation on the new audio-visual services, launched in June 2009, the question of the appropriateness of launching about the DVB of one or more guides of this type. Having invited the HD Forum, following this consultation, to control the realization of one white paper on the subject which gathers the points of view of all the sector, the Council registered the deployment of one or more guides of this type in its work program.

The technical, leading and economic methods of such a guide of the programs, if there remains relevant at one time of multiplication of the concomitantly consulted screens, remain to be defined. Two great possibilities are offered to the editors and take on different problems:

  • diffusion of a guide of the programs as data associated with the TV channels, data laid down in convention of the chains and intended to enrich and supplement the programs starting from the resource allotted to each editor of television for the diffusion of its signal. Such a guide of the programs requires an operation of aggregation on behalf of the television receivers, the relative information with the programs of the chains being distributed on each multiplexing of the DVB. Especially this option has however the advantage of preserving a compatibility with a significant number of receivers now deployed when they are able in particular to reconstitute a guide of the programs starting from fragments diffused on various multiplexings, and of maintaining the restitution of the sound and possibly of the image of the chain in the course of watching.
  • diffusion of a guide of the programs unified as a service independent starting from an identified resource and setting in call by the Superior council of audio-visual, pursuant to article 30-5 of the law of September 30th, 1986. Such a guide of the programs would have the advantage of simplifying obtaining the necessary information to the constitution of guide of the programs for the television receivers, even of the necessary information to the best way of displaying it with the screen of receivers DVB in a unified way. This option requires however a consensus (technical, leading, economic) between the editors of the DVB so as to offer a seamless service to their televiewers, or failing this that one or more third actors the pilot. It makes a priori impossible the maintenance of the sound and the image of the chain in the course of watching.
