One understands by personal mobile television (TMP), the possibility of reaching, of mobility in an unlimited, free way and with a quality of satisfactory image in coverage area, at television services diffused by terrestrial hertzian way. The wandering terminals of reception (smartphones, shelves) must then have a tuner compatible with the standard of diffusion selected.

TMP corresponds a request for continuity of access to the audio-visual contents in any place, expressed by the consumers: it opens up the way for new uses, which are also of new economic opportunities for the operators. It is distinguished from television on mobile (3G and more) by the use of a network of diffusion dedicated which calls on hertzian resources managed by the Superior council of the audio-visual one.

Contrary to the 3G, TMP proceeds of an only downward diffusion since one or more sites of diffusion covering with important surfaces (except particular obstacle) thanks to the band of ultra high frequencies (UHF). This technological choice makes it possible to feed an infinity of receivers in the coverage area (not with infinity of points) without to use the band-width of the telecommunication networks, which remains thus available for the data flows or vocal. A multiplexing of TMP can contain at least sixteen television programs and other interactive services.

The use of the frequencies managed by the Council takes place after a procedure of appeal to the candidatures for the private channels whereas the public channels profit from a right of access priority to the radioelectric resource.
