If you meet disturbances in the reception of the emissions of digital terrestrial television (DVB), specific or recurring, stages to be followed here:
First of all consult the search engine“my cover DVB”. Two cases of figure:
You are not served or your dwelling is identified as being in limit of cover of the DVB. In this case, the reception by the antenna “rake” is not adapted in your situation. The Council does not have the power to impose on the chains obligations of cover higher than those which are fixed by the law. The best solution is to resort to another mode of reception: diffusion by the satellite, ADSL or the cable, if it is available.
Your zone is theoretically covered by the DVB and despite everything, you note dysfunctions: make check your personal installation of reception (connections, amplifiers, filters, antenna “rake” individual or collective,…) ; the elements which compose it are indeed under your whole responsibility.

The role of the CSA and the ANFR in the protection of the reception
Article 22 of the law of September 30th, 1986 relating to the freedom of communication provides in particular that
- the CSA “ authorizes the use of the frequency bands or the frequencies allotted or assigned with uses of broadcasting ”;
- the CSA with the national Agency of the frequencies, “ takes the measures necessary to ensure a good reception of the signals ”.
The mission of the Council of the protection of the reception is ensured by the direction of technologies, thanks to the checking of the quality of the diffusion and the reception of the audio-visual signals by its engineering teams and in particular the Technical Attaches Audio-visual (ATA).
As regards the mission of protection of the reception, in accordance with the law, a convention concluded between the CSA and the ANFR define the methods whereby the tasks administrative, technical and legal relating to the treatment of the complaints of the televiewers must be carried out. In practice, when the CSA or the ANFR is seized, since the installation of the user is out of cause, an investigation is led to allow to identify in the vicinity of the dwellings where the plaintiffs reside, which disturbs the signal normally hitherto received.
For a few years, the Audio-visual Technical Attaches have seen themselves equipped with innovating equipment of measurements allowing them to conclude their missions of protection of the reception under conditions adapted to the requirements of the developments technical and, in particular for the accompaniment of the deployment of the new chains in high definition of the DVB.
The Council must be able to check the respect of the technical elements appearing in its decisions, and to make sure of the reception under good conditions of the authorized programs, while guaranteeing the absence of disturbance for the other uses of the frequencies.
The check operations are particularly important during the nights of evolution of authorizations (NEDA) in order to ensure an optimal deployment of the multiplexings R7 and R8, containing the new chains in high definition, on the metropolitan territory. These last years, the Council bought, on the one hand, of new capable vehicles to receive this equipment and to use them in a more ergonomic way, and, on the other hand, devices of analysis of signals DVB offering a high level of expert testimony. Competences of the audio-visual technical Attaches are wide today on television. In connection with the agents in charge of planning within the direction of technologies, the ATA thus show a great reactivity in the accompaniment of the deployment, and the development of the DVB.
Moreover, the ANFR realizes within the framework of the protection of the reception, a first analysis of the complaints of the televiewers, and elected officials, in particular collected via his call center. The CSA makes sure thereafter of the good remediation of the defects by the diffusers, via the operators of multiplexings responsible for the operations. Acquisition by the CSA of new technical tools, in particular of the vehicles of measurement with a mast with 10 meters, makes it possible to still extend this expertise and its autonomy by thus improving the treatment of the possible anomalies in the reception of the audio-visual signals.
The follow-up of the sensitive areas
In addition, a working group “Sensitive areas” leads by the SCUMS which join together since April 2011 in a semi-monthly way the operators of multiplexing, SCUMS has as a role to analyze with the ANFR and these actors, the dysfunctions observed on platform DVB, and to see them being solved within a reasonable delay for the users. Are to date regarded as zones known as significant (ZS) and are the object of a particular follow-up, the defects resulting from the passage to the digital whole (poor quality of piloting, badly regulated power, height of insufficient antenna or not optimized synchronization…) or defects corresponding to the life of the network (piloting of transmitter become defective, dépointage of a parabola supplying a given transmitter, a loss of synchronization…).
Dysfunctions related to a defect of installation of reception, or on a breakdown (storm, snowing up…) are not considered, to date, like sensitive areas as such, even if they can cause complaints, in particular when these breakdowns are repeated. The CSA accompanies the multiplexings in the implementation by corrective solutions (optimization of pilotings, modification of channels, improvement of synchronization…). The results got within the framework of this work group is very positive for the hertzian platform, since on average during the year 2013 for example, it is less than 0.7% of the transmitters of network DVB, by considering the full number of transmitters in service on the metropolitan territory, which constitute the flow of the descriptions addressed to the Council.
Lastly, the Council resorts punctually to coercive measures in the event of lack of reactivity of the multiplexings, through measurements of warning statement or formal notice.
During the year 2013 for example, the leading causes of claims (closed) for bad reception of television identified at the time of the investigations were, by decreasing order:
- interferences related to the deployment of network LTE-4G launched in September 2013 (91,6% are 14,150 complaints);
- the interferences between transmitters of broadcasting and the defects of diffusion of the chains (3,7% either 550 complaints), drops some compared to 2012 (60% or 1550 complaints);
- installations nonin conformity (1,7% either 260 complaints against 13% in 2012, or 345 complaints);
- situations apart from the coverage areas theoretical of the transmitters (1,4% either 215 complaints for 2013 against 11.6% or 300 complaints for 2012; these situations are in general due to an orientation of antenna towards a transmitter DVB not intended to serve the zone in which the plaintiff lives;
- the electric distribution network (0,1% are 15 complaints);
- “real jammers”, in particular wind mills (0,1% are 20 complaints) (in link with the L112-12 article of the code of construction and the dwelling);
- atmospheric disturbances, conditions of propagation (0,1% are 10 complaints).
Thus, thanks to the last technological changes of the measuring instruments, the Management of technologies of the Council could appraise with precision the specific defects of the hertzian platform and thus answer waitings of the televiewers by assisting the operators. It will continue this mission, which is essential in the protection of the television services, in link with the ANFR.
