Report on the israélo-Palestinian conflict: France 2 formal notice

Official statement of the Tuesday, January 13, 2009

The Superior council of audio-visual, joined together in plenary assembly on Monday, January 12, 2009, put France 2 in residence to respect his obligations as regards honesty of information, following the diffusion of a report devoted to the israélo-Palestinian conflict in the Gaza Strip, in the 13 hour old tv news, on January 5th.

At the time of this report, a sequence extracted from a video available on Internet, going back to September 2005, had been diffused and, contrary to what was indicated to the televiewers, this one did not refer to the events of January 1st, 2009.

Taking account of the apologies offered in the edition of the 13 hour old newspaper the following day, the CSA estimates that, in comparison with article 43-11 of the law of September 30th, 1986 and article 2 of the specifications of the missions and, the chain failed to fulfil its obligation of honesty of the information of the televiewer.

The Council recalls solemnly to the radios and televisions the terms of its recommendation of December 7th, 2004 relating to the international conflicts and their possible repercussions in France. This recommendation prescribes a particular vigilance in the exercise of the leading responsibility, in particular with regard to the checking of the exactitude of the disseminated information.

The Council also decided to engage a reflection on the conditions and the warranties which must stick to the use, by the audio-visual mediums, of the images and information present on Internet.
