The representation of diversity

Missions entrusted by the law since 2006

One of the missions of the Council consists in taking care of the representation of the diversity of the French company in the audiovisual programmes.

Article 3-1 of the law of September 30th, 1986 relating to the freedom of communication, resulting from the law of March 31st, 2006 for the equal opportunity, allots to the CSA the mission, on the one hand, of contributing to the actions in favour of social cohesion and the fight against discriminations in the field of the audio-visual communication and, on the other hand, of taking care, in particular near the editors of audio-visual communication, taking into account the nature of their programs, so that the programming reflects the diversity of the French company

The law of March 5th, 2009 relating to the audio-visual communication and the new public service of television reinforces the role of the Council as for the representation of the diversity of the French company and underlines waitings of the legislator with regard to the editors, in particular of France Televisions. The Council must from now on give an account each year to the Parliament of the actions of the editors in favour of programming reflecting the diversity of the French company and put forward the measures adapted to improve the representation of this diversity in all the kinds of programs.

 The field of application of the law

Article 3-1 of the law of September 30th, 1986 relating to the freedom of communication aims at the whole of the “editors of audio-visual communication”. All audiovisual aids are aimed by the legal tendency that it is television or the radio.

The Superior council of audio-visual adopted at his full session of November 10th, 2009, after consultation of the chains and under the terms of article 3-1 of the law of September 30th, 1986, a deliberation tending to support the representation of the diversity of the French company in the programs of the free hertzian national chains and Canal+. This deliberation, on the one hand, determines the framework of the commitments which must make annually, near the Council, each editor and, on the other hand, lays down the methods of the follow-up exerted by the Council.

The charter aiming at supporting the insertion of people handicapped in the audio-visual sector

On February 11th, 2014 was signed at the CSA a charter aiming at supporting the training and the professional insertion of the people handicapped in the sector of the audio-visual communication. This charter was signed by Marie-Arlette Carlotti, minister deputy in charge with the handicapped people and the fight against exclusion, Olivier Schrameck, president of the Council, many professionals of audio-visual, the persons in charge of the schools of journalism and cinema as well as associative sector.
