Preparation of landscape DVB at the horizon of the passage to whole MPEG-4: synthesis of the public consultation taken pursuant to article 31 of the law of September 30th, 1986

The Government decided transfer, with the profit of the sector of mobile telecommunications in particular, of the waveband 694-790 MHz, called “band 700 MHz”, currently used for the diffusion of digital terrestrial television (DVB). In his press release of December 10th, 2014, the Prime Minister specified principal time pressures of transfer of this band. He in particular announced the generalization of the standard of coding MPEG-4 for the whole of platform DVB in April 2016. 

The prospect for this operation led the Council to open, on January 21st, 2015, a first public consultation on the evolution of the platform in metropolis. This consultation aimed at collecting the contributions of the whole of the actors concerned, in particular by the passage to whole MPEG-4 of the television services authorized in DVB, the transfer of band 700 MHz and the evolutions of the terrestrial hertzian landscape televisual with short and medium term.

In their answer, the actors particularly drew the attention of the Council to the need for enriching the service offering by the DVB while inserting this evolution in the calendar of the passage into whole MPEG-4 envisaged in April 2016. The continuation of the movement of generalization of the format of diffusion in high definition, essential with the maintenance of the attractivity of the platform, was recognized like a top priority.

It is in this context that the Council wished, on April 16th, 2015, pursuant to article 31 of the law of September 30th, 1986, to collect the contributions of the actors of audio-visual for possible launching of a call to the candidatures on the hertzian resource which would be available to the horizon of the passage to whole MPEG-4 on the DVB.

This second consultation made it possible to collect 18 answers: those of the majority of the editors of television services present on the DVB (groups France Televisions, TF1, M6, Channel + and NextRadioTV, chains of group NRJ like Gulli – Lagardere Activates), of local televisions or their representatives (Union of local televisions of public service TLSP, TVPI, SIRTI), diffusers (TDF, Itas Tim, SELECOM), professional organizations (HD Forum/Forum of the Mobile Media, Access), Orange group, of the editor of television services 13th Street, as well as group Sciences Media SAS.
